- Bachelor's degree in Engineering or Business Administration.
- A minimum of 10 years of experience with oil and gas projects.
- Minimum 03 projects experience as a Buyer or Procurement Specialist in Oil & Gas industry.
- Strong knowledge in Oil & Gas industry, understanding of oil & gas market.
- Make market survey to a specific product or service in case of necessary.
- Fluency in written and spoken English.
- Ability to clearly identify problems and manage critical issues through good communication and liaison with all related parties.
- Ability to work in tight time constraints.
- A good team player with excellent communication, interpersonal and presentation skills, who is able to work independently with enthusiasm and positive motivation.
- Good MS computer skills.
JOB DESCRIPTION
- Support Development Manager in all aspects of procurement activities.
- Make market survey to a specific product or service in case of necessary.
- Leading the team to implement Tender and Contract strategies and plans.
- Optimize procurement processes and procedures, prosure procurement activities and operate in accordance with the company's existing procedures.
- Responsible for meeting company's budgetary expenditures and continuous cost reductions
- Follow-up with vendors to get a timely response.
- Liaise with functional departments in tendering process and clarify any issue to contractor parties and PVN.
- Verify payment release for Service Contracts, Work Service Orders, Contract Change Orders, Engineering Call Offs & co-ordinate & administer the verification of payment release for Purchase Orders.
- Supervise commitment administration works such as (bank guarantees, issuance of Provisional/Final acceptances, schedule of contract deliverables, close-out etc).
- Participate in and be the mentor for PVEP on-job training program.
- Perform other tasks as required by the Development Manager.
LOCATION/ WORKING TIME
Mobilization time: Sep 2024.
Working Location: Ho Chi Minh City.
Duration: 1 year.
